Green Design and Build is a licensed residential general contractor (CSLB #1110975) serving the western end of Riverside County: Corona, Norco, Eastvale, Jurupa Valley, Riverside, Moreno Valley, Menifee, Lake Elsinore, Wildomar, Temescal Valley and Murrieta. We remodel kitchens and bathrooms, build ADUs, additions, patio covers, pavers and pool surrounds, and re-roof homes. The company was founded in 2023 and is led by Dekel Sofer, who has more than 16 years of hands-on construction experience, serving homeowners across Los Angeles County, Orange County, Ventura County and western Riverside County from our office in Van Nuys. We do not currently take work in Temecula or in the desert communities of the Coachella Valley, including Palm Springs. An ADU here takes six months to a year from first meeting to final inspection; a bathroom a few weeks; a kitchen a few months.
Where we work in Riverside County, and where we do not
Riverside County runs from the Orange County line to the Arizona border, and no contractor based in the San Fernando Valley can honestly claim to serve all of it. We work in the corridor along the 91, 15, 60 and 215 freeways:

How we serve Riverside County from Van Nuys
Our office is at 16120 Sherman Way in Van Nuys. Corona, Eastvale and Riverside are roughly 60 to 90 minutes away outside rush hour; Menifee, Lake Elsinore and Murrieta are closer to two hours. We are not going to pretend that is around the corner. Here is how we make it work.
Site visits and estimates are grouped into dedicated Riverside County days, so a Corona kitchen, a Norco ADU and an Eastvale patio cover are seen back to back. Once a project starts, the crew assigned to it is on site every working day until it is finished; we do not split a crew between a Riverside job and a Los Angeles job. Because of the distance, we are selective about scope: a kitchen, bathroom, ADU, addition or full backyard build justifies the drive, and a one-day repair usually does not. We will say so on the phone.
Design, permits and construction are handled in house, with a written estimate before work begins; HVAC, plumbing and electrical are performed by our licensed specialty-trade partners.
Who issues the building permit
Every incorporated city in western Riverside County issues its own residential building permits: Corona, Norco, Eastvale, Jurupa Valley, Riverside, Moreno Valley, Menifee, Lake Elsinore, Wildomar, Canyon Lake and Murrieta. Some of the newer cities contract plan check to outside firms, but the permit still comes from the city and its checklist is the one that counts. Unincorporated communities, including Temescal Valley, Woodcrest, Mead Valley, Home Gardens and El Cerrito, go through Riverside County Building and Safety.
Two local layers come up often. Norco keeps its rural, horse-keeping character by ordinance, so additions, ADUs and outbuildings there are reviewed against animal-keeping setbacks and rural design standards that do not exist in Eastvale next door. And Riverside has historic districts, including the Wood Streets, where exterior changes to a designated home go through historic preservation review before the building permit.
Fire-zone rules apply along the foothills. Temescal Valley, the Corona hills below the Cleveland National Forest and the hills around Lake Elsinore include Very High Fire Hazard Severity Zones, where additions, ADUs and re-roofs must meet Chapter 7A of the California Building Code: Class A roofing, ember-resistant vents and ignition-resistant siding and decking.
The housing stock: 1990s–2010s tract homes with big backyards
Western Riverside County is younger than the rest of our territory. Eastvale was farmland before the early 2000s; South Corona, Dos Lagos, Sycamore Creek, Menifee’s newer tracts, Canyon Hills in Lake Elsinore and most of Murrieta were built between the mid-1990s and the 2010s. Riverside’s older neighborhoods, Norco’s half-acre lots and Sun City’s 1960s homes are the exceptions. What that means for a remodel:
- Builder-grade finishes on sound bones. These houses were built fast and to a price: laminate or tile counters, oak or thermofoil cabinets, cultured-marble vanities, hollow-core doors. The framing, plumbing and electrical are usually fine, so a kitchen remodel or bathroom remodel here is about replacing what the builder installed with something that lasts.
- Post-tensioned slabs. Nearly all of this housing sits on post-tensioned concrete. Moving an island or a shower drain means locating the tendons before we cut, which we plan for from the first estimate as part of our foundation and structural work.
- Big backyards, mostly empty. A slab patio and a lawn on a 7,000-to-10,000-square-foot lot is the norm, and half-acre and larger parcels are common in Norco, Woodcrest, Temescal Valley and parts of Murrieta. This is why our most requested work here is outdoors: patio covers, pavers, outdoor living with kitchens and fire features, and backyard remodeling around an existing or planned pool. We build the surrounds, decks and covers; the pool shell itself is a separate specialty trade.
- Room for an ADU. On these lots a detached ADU fits without touching the main house. California’s ADU law applies in every Riverside County city and in the unincorporated county: a compliant detached ADU of at least 800 square feet, a junior ADU of up to 500 square feet, or a garage conversion must be approved ministerially within 60 days of a complete application. - HOAs. Most of the newer communities have architectural review committees that must approve additions, ADUs, patio covers, exterior color and roofing before construction. We submit that package before the city permit so neither review holds up the other.
Building for Riverside County heat
Summers here run hotter than anywhere else we work. Corona, Riverside and Menifee routinely reach the high 90s and past 100 degrees from July into September, and Corona sits at the mouth of the Santa Ana Canyon, where the Santa Ana winds come through every fall. That shapes what we recommend:

Patio covers deserve one more note. They must be permitted and engineered, and the wind exposure in the Corona and Norco corridor means footings and connections are specified heavier than for a coastal cover. A cover sold without a permit is the most common problem we are asked to fix.

HOA architectural approval is usually required as well.
How do you deal with the summer heat during a remodel?
We schedule exterior and attic work for early starts and keep the house sealed from dust and heat while the air conditioning runs. In the design itself we favor insulated patio covers, added attic insulation, radiant barriers, low-E windows and cool-roof products, because a remodel in Corona or Menifee that ignores the climate costs more to live in every summer.
How long does a kitchen or bathroom remodel take in Riverside County?
A bathroom remodel in Riverside County usually takes a few weeks of on-site work, and a full kitchen remodel takes a few months, plus the time your city needs for plan check. HOA architectural review and post-tension slab work for relocated plumbing are the items most likely to add time.
