Seismic Retrofit in Los Angeles and Across Southern California: Bolting, Bracing and What Your House Actually Needs

A seismic retrofit is the work that bolts a house’s wood framing to its concrete foundation and braces the short “cripple wall” between the foundation and the first floor, so the house stays put on the foundation during an earthquake instead of sliding or racking off it. This isn’t abstract risk management. The Northridge earthquake put a lot of older San Fernando Valley houses on the ground because the cripple wall folded over and the house came off its foundation. That’s the specific failure a retrofit prevents, and it’s a well understood, well documented fix — not a judgment call.

Does Your House Need a Retrofit?

The single biggest factor is foundation type. If your house sits on a raised foundation — meaning there’s a crawl space under the floor, even a shallow one — and it was built before 1980, it very likely does not have anchor bolts connecting the wood sill plate to the concrete foundation, and the cripple wall almost certainly has no plywood bracing. This describes a huge share of the housing stock in the San Fernando Valley, Pasadena, Glendale, Burbank, and the older single-family neighborhoods of Los Angeles proper. If your house is on a slab-on-grade foundation — no crawl space, floor poured directly on the ground — it generally does not need this type of retrofit, because there’s no cripple wall or sill plate connection to fail in the first place.

You can often tell from the crawl space yourself, or we can tell in about ten minutes during a site visit. What we look for:

  • Anchor bolts — metal bolts running through the wood sill plate down into the concrete, usually visible every few feet along the foundation. If you don’t see any, or see only a handful spaced far apart, the house likely predates the bolting requirement.
  • Cripple wall bracing — plywood sheathing nailed to the framing between the foundation and the floor joists. An open, unbraced cripple wall with just studs and no plywood is the main earthquake failure point in these houses.
  • Framing connections — whether the floor framing is actually tied to the top of the cripple wall or just resting on it.
  • The chimney — older unreinforced masonry chimneys are a separate, common hazard. They’re not part of a standard bolt-and-brace retrofit, but we’ll flag one if we see it.
  • The water heater — it should be strapped to the wall in two places. This is inexpensive to fix and often gets missed even in houses that have had other retrofit work done.

Hillside houses — on stilts, with stepped or daylight foundations, or built into a slope — don’t fit this description and need a different evaluation, covered below.

What a Retrofit Involves

Three things happen in a standard retrofit, all from underneath the house:

  1. Bolting the sill plate to the foundation. Where there are no bolts, we drill through the existing sill plate and into the concrete footing and install epoxy-set anchor bolts, or attach foundation plates where drilling isn’t practical (tight framing, existing cracks, thin footings).
  2. Bracing the cripple wall. We nail structural plywood shear panels to the cripple wall studs, following an engineered or standard-plan layout depending on the house. This is what keeps the cripple wall from racking sideways.
  3. Connecting the floor framing to the cripple wall. Metal framing hardware ties the joists and blocking down to the top of the braced wall so the load path is continuous from the roof down to the foundation, not just bolted at the bottom.

Because all of this happens in the crawl space, a standard retrofit causes almost no disruption to the house itself — no rooms are torn up, floors aren’t opened, and you can typically stay in the house the whole time. A straightforward single-story retrofit with decent crawl-space access takes about 2 to 5 days. Larger houses, multiple additions with different foundation histories, or tight/low crawl spaces push toward the longer end.

Standard Plan or Engineered?

Most single-story houses on a level lot with a consistent raised foundation and no existing damage qualify for a standard-plan retrofit — a pre-engineered, prescriptive layout for bolt spacing and plywood bracing that doesn’t require a custom engineer’s stamp for each house. This is the faster, less expensive path, and it’s the path most qualifying houses in the Valley and surrounding cities take.

You need a fully engineered retrofit when the house doesn’t fit that standard pattern:

  • Hillside houses — on stilts, cantilevered, or with a stepped/daylight foundation that changes height around the perimeter. The load path is more complicated and a standard plan doesn’t apply.
  • Existing foundation damage — significant cracking, settlement, or deteriorated concrete found once we’re in the crawl space. You can’t bolt new hardware into compromised concrete and expect it to perform; the foundation itself needs to be addressed first.
  • Non-standard framing — additions built at different times with different cripple wall heights or framing that doesn’t match the original structure.
  • Two-story houses in some configurations, depending on how the upper floor loads transfer down.

For any of these, we bring in a structural engineer to design a site-specific solution before we touch anything. It costs more and takes longer to get to permit, but it’s the difference between a retrofit that actually works for that house and one that technically checks a box.

Permits for a Seismic Retrofit

A residential seismic retrofit requires a building permit — this isn’t optional maintenance, and it isn’t work to do without one. In the City of Los Angeles, LADBS has a standard-plan permitting path for straightforward bolt-and-brace work on typical houses, which avoids the time and cost of custom engineering when the house qualifies. Glendale, Burbank, Pasadena, and other cities in our service area each run their own permitting process for this work, generally following similar logic but with their own submittal requirements and inspection schedules. We handle the permit application, plan submittal, and inspections as part of the job — you don’t deal with the building department directly.

One more note: some grant and rebate programs exist for seismic retrofits in certain ZIP codes. Eligibility and availability change, so ask us and we’ll tell you what currently applies to your address rather than relying on general information.

Retrofit as Part of a Bigger Project

Seismic retrofit work overlaps with a lot of our other foundation and structural scope. Retrofit and foundation work also comes up constantly on room additions and whole-home renovations, where new framing loads have to tie into an existing foundation that may not have been built for them. Our Woodland Hills whole-home rebuild is a good example of how far this can go — a ranch house taken down to a handful of remaining walls, with new foundations and new framing built to current standards throughout. Most projects don’t need to go that far; a standard house just needs the crawl space addressed on its own. But if you’re planning a larger project anyway, get the foundation and seismic scope evaluated at the same time rather than after design is locked.

These are typical Los Angeles budgeting estimates, not a price list or a quote. Your project can come in lower or higher depending on the house, the scope and the finishes; the only real number is a written proposal after a site visit.

What actually moves the number on a given house: crawl-space height and access (a 12-inch crawl space costs more to work in than a 30-inch one), how much of the perimeter needs new bolts versus how much already has them, whether the cripple wall is a uniform height all the way around or steps up and down with the lot, and whether we find existing foundation damage — cracks, settlement, deteriorated concrete — once we’re actually under the house. That last one is the reason a phone quote for this work isn’t reliable; we don’t know what we’re bolting into until we look.

Seismic Retrofit FAQs

How do I know if my house has a raised foundation or a slab?

Check for a crawl-space access panel, usually a small hatch in an exterior wall, a closet floor, or the garage. If you can see dirt or a shallow open space under the house, it’s raised. If the floor sits directly on solid concrete with no gap underneath anywhere, it’s a slab, and a standard cripple-wall retrofit doesn’t apply to it.

Is a seismic retrofit required by law for a single-family house?

No. The mandatory retrofit ordinance in the City of Los Angeles applies to soft-story multi-unit buildings with tuck-under parking, not single-family homes. For a single-family raised-foundation house, the retrofit is voluntary — it’s a risk-reduction decision, not a legal deadline.

Will a retrofit affect my homeowner’s insurance?

Many insurers factor retrofit status into earthquake coverage pricing and availability, and some offer better terms for a bolted, braced house. We’re not insurance advisors, so confirm specifics with your carrier, but it’s a conversation worth having once the work is done and documented.

Can I stay in my house during the retrofit?

Yes, in almost every standard case. The work happens entirely in the crawl space — nothing inside the living areas is opened up, and there’s no interruption to plumbing, electrical, or daily use of the house. Noise and vibration from drilling are the main thing you’ll notice, and only during active work hours.

Does bolting alone count as a retrofit?

Not really. Bolts without cripple-wall bracing address only half the failure mode — the house can still rack sideways at the cripple wall even if it’s bolted at the base. A complete retrofit does both: anchors the sill plate and braces the wall above it. If a house only has bolts, that’s an incomplete retrofit, not a finished one.

What happens if you find foundation damage during the retrofit?

We stop and assess before installing new anchor bolts into it. Depending on severity, that might mean patching and reinforcing sections of the footing before bolting, or bringing in an engineer if the damage is more extensive. Either way, we’ll tell you what we found, why it changes the scope, and what it adds to the cost before doing anything further.
