It runs its own Building Division, most of its newer neighborhoods are HOA communities, and its southern edge runs into the Cleveland National Forest. Corona’s own permits
The city’s Building Division is at 400 South Vicentia Avenue, Suite 120, open Monday to Thursday 7 AM to 6 PM and closed Fridays. Permits, plan check status and inspections run through the city’s eTrakit online portal, and the division’s stated goal is approval by the third plan-check round, which is a realistic target for a well-prepared set. The city also publishes an ADU flow chart and an online map to verify fire hazard severity zones by address. We open the case, submit the set, clear corrections and schedule every inspection.
Three things shape Corona projects more than the code itself:
- HOAs. South Corona, Eagle Glen, Dos Lagos, Sierra del Oro and most communities built since the 1980s have associations that review exterior changes — additions, second stories, patio covers, ADUs — before the city issues a permit. Interior remodels generally need no approval.
- Fire zones. The neighborhoods against the Santa Ana Mountains and the Cleveland National Forest sit in Very High Fire Hazard Severity Zones; additions and new structures there use Chapter 7A ignition-resistant exteriors, Class A roofing and ember-resistant vents.
- Soils and heat. Expansive clay soils are common in parts of the Inland Empire and are a frequent cause of slab movement and stucco cracking; drainage and moisture control are part of any foundation fix. Summer temperatures well above 100°F make cool roofs, low-E glass and insulation above code minimum the best-paying upgrades in the city.
Electrical service changes go through Southern California Edison; water and sewer connections go through the City of Corona’s own utility.
Corona housing stock, by area
Old Corona and the Grand Boulevard circle (1900s–1950s). The original town inside and around the circular Grand Boulevard, with Craftsman, Spanish and post-war homes on raised foundations. Galvanized plumbing, 60- or 100-amp panels and unbolted sill plates are typical, and these are the Corona homes where a whole-home renovation makes the most difference.
The 1960s–80s tracts north and west of the 91. Single-story ranches on 6,000–8,000 sq ft lots with attached garages and slab foundations; kitchen remodels, rear additions and rear-yard ADUs are the common projects.
South Corona, Eagle Glen, Dos Lagos, Sierra del Oro (1990s–2010s). Two-story stucco-and-tile homes on HOA lots, many with view slopes and fire-zone edges. Finish-level remodels, outdoor living and pool decks, and ADUs designed for HOA review.

Corona permits ADUs under the state framework — detached, attached, garage conversions and junior ADUs inside the house — through the Building Division’s ADU process, with the state 60-day clock applying to a complete application and impact fees waived under 750 sq ft. Why does my Corona slab or stucco keep cracking?
Expansive clay soils common in parts of western Riverside County swell when wet and shrink when dry, which moves slabs and cracks stucco; the fix is usually drainage and moisture control around the foundation together with the structural repair, not the repair alone. Green Design and Build inspects the drainage at the site visit and prices both parts so the problem does not return.
