Walls are priced by the square foot of face measured from the bottom of the footing to the top, because the footing, the rebar and the block thickness are all set by height. A 4 ft wall with a 1 ft footing is 5 sq ft of face per linear foot.

Per linear foot figures only mean something once the height is fixed. These include the footing and the drainage behind the wall, and exclude engineering, permits and demolition.

Notice the jump between 3 ft and 5 ft. A 5 ft wall carries roughly three times the soil pressure of a 3 ft wall, so the footing gets wider and deeper, the bar gets heavier and closer together, every cell gets grouted, and an engineer has to prove it on paper.

The garden wall needs no permit if it stays at or under 4 ft measured from the bottom of the footing and nothing sits behind it. If a Bobcat can reach the back yard, expect the low end; if the block and base rock come through a 36-inch side gate by wheelbarrow, expect the high end. One to two weeks.

The driveway wall is over the threshold twice: the height once the footing is counted, and the driveway, which is a surcharge. Stamped engineering and a permit are not optional. Two to four weeks of engineering, two to six weeks of plan check, two to three weeks of construction.

The hillside wall adds a geotechnical report with borings and lab work, structural engineering designed to that report’s soil pressures, and the access premium that is almost a given on a hillside lot. Three to five months from first site visit to finished wall.

Permits

Retaining walls over 4 ft, or any wall carrying a surcharge, need a building permit. In the City of Los Angeles and in Los Angeles County’s unincorporated areas, the 4 ft is measured from the bottom of the footing to the top of the wall, which is the California Building Code exemption wording, and it catches a lot of walls that look like 3-footers from the lawn. Hillside lots in the City of Los Angeles fall under the grading code, which requires a soils engineer and an engineering geologist on hillside grading work. Cities differ, and we confirm the requirement for your address before we price the job.

A permitted wall gets two inspections that matter: the footing before the pour and the rebar before the grout. We pull the permit, schedule the inspections and close it out. An unpermitted wall over 4 ft is a problem at escrow and, if it fails onto a neighbor’s property, a much bigger one.

Timeline

A garden wall with no permit: one to two weeks once we start. A permitted wall: two to four weeks for engineering, two to eight weeks of plan check depending on the city and the geotechnical report, then two to four weeks of construction. Grout cures before we backfill and pours wait for dry weather, so a wall started in December takes longer than one started in May.

Stronger per inch, yes, and the right answer for tall walls, heavy surcharges and curves. For most 4 to 8 ft residential walls, a grouted CMU wall on an engineered footing does the same job for less, because forming concrete is labor and laying block is faster. If block is enough for your wall, we will say so.

Do I need a geotechnical report for a retaining wall?

On a designated hillside lot in the City of Los Angeles, and in many other cities, yes. On a flat lot with a 5 ft wall and no unusual soil, the structural engineer can often design from presumptive soil values without one. The report costs a few thousand dollars and adds two to four weeks, but it lets the engineer size the wall for the soil that is actually there instead of a worst-case assumption.

Why did my old retaining wall fail after 20 years?

Almost always water. A wall built without gravel and a drain pipe behind it holds up through dry years and fails in a wet winter when the soil saturates and the pressure climbs. The other common causes are no footing, no engineering on a wall that needed it, and expansive clay backfill. Age alone does not fail a properly drained block wall.

Can I save money by building two shorter walls instead of one tall one?

Often, yes. Two 3 ft terraced walls with a planter between them can cost less than one 6 ft wall, avoid engineering if each stays under 4 ft from the bottom of its footing, and look better. It only works if the lot has depth for the terrace and the upper wall’s footing sits far enough back that it does not surcharge the lower wall. We check that at the site visit.

How long does a retaining wall take to build?

One to two weeks of construction for a garden wall, two to four weeks for an engineered wall, after engineering and plan check that can take one to three months on a hillside lot. Much of the construction time is curing: the footing before the block goes up, the grout before we backfill. Rain stops pours, so winter walls take longer.
