How the permit process works in Irvine
Irvine adds a step most cities do not. Add the phases up and a detached unit runs roughly five to ten months from first conversation to keys, with an interior conversion at the short end. Edison, Irvine Ranch Water District, and your village
Irvine has no single municipal utility to coordinate with. Electricity is Southern California Edison, water is Irvine Ranch Water District, and your village association is a third approver with its own standards. Three organisations, three timetables, none of which will wait for the others.
- Edison service capacity and timing. A second dwelling with a kitchen, laundry, air conditioning and required solar is real load. Investor-owned utility service work runs on its own schedule, so it gets started early rather than when the framing is up.
- Irvine Ranch Water District connection. Separate organisation, separate process, same principle — start it in parallel.
- Village architectural standards. The one that most often decides the schedule. Read them before designing, not after the committee comes back.
Run all three together and Irvine is a predictable place to build. Run them in sequence and you will add two or three months to a project that did not need them.
