How the permit process works in Anaheim

Anaheim is one of the few Orange County cities with its own municipal utility, and it is more prescriptive than most about what has to happen before you file. That is not bureaucracy for its own sake — each of the three items exists because it can kill a design after the fact.
- Sewer deficiency verification. Public Works confirms the line serving your property can take a second dwelling. If it cannot, that is a cost, and it is far better known before the drawings than after.
- The APU meter spot. The utility determines where the meter goes, which in turn constrains where the unit can sensibly sit and how the service is routed. Design around it, not before it.
- A new address. A second dwelling needs its own, issued by Business Assistance. Administratively simple, but it has to be in hand and it is a common late-stage hold-up.
